【摘要】:1GeneralThisstandarddefinestheproductassurance(PA)policy,objectives,principlesandrulesfortheestablishmentandimplementationofPAprogrammesforprojectscoveringmissiondefinition,design,development,productionandoperationsofspaceproductsincludingdisposal.ThePAdisciplinecovers:PAmanagement,qualityassurance,safetyassurance,reliability,availabilityandmaintainabilityassurance,softwareproductassurance,EEEcomponents,materials,mechanicalpartsandprocesses.Itdefinestheirrespectiveobjectives,policies,requirementsandimplementationstandardstoachievethestatedoverallPAobjectivesthroughoutthecompletelifecycleoftheproducts.Theprovisionsofthisstandardapplytospaceproducts.Therequirementsofthisstandardanditsassociatedlevel2and3standardsshouldbetailoredtotheneedsandclassesofspecificprojects.2Objectives·TheprimeobjectiveofproductassuranceistoassurethatthespaceproductsaccomplishtheirdefinedmissionobjectivesandmorespecificallythattheyareSafe,AvailableandReliable;·afurtherobjectiveistoachievemorecost-effectivespaceprojectsandtherebytopromotethecompetitivenessoftheEuropeanspaceindustrybycoordinatingthedevelopmentandimplementationofappropriatePAmethodsandstandards;·insupportofprojectriskmanagement,PAwillassureanadequateidentification,appraisal,preventionandcontroloftechnicalriskswithinprojectconstraints.3PolicyInordertomeettheseobjectives,thePApolicyisdefinedinthisdocument.ThispolicyrequiresaPAprogrammederivedfromasystembasedandpreventiveapproachandincludes:·protectionofhumanlife,spaceproductsandservices,investmentandenvironment;·definitionandmaintenanceofaprojectPAfunction,withappropriateautonomywithrespecttootherlinesandprojectlevelorganizations;·integratedapplicationofthePAdisciplinesandcoordinationwiththeassociatedfunctionsofprojectmanagement(EN13290-1)andspaceengineering(EN13292);·tailoringofthePArequirementstotheprojectclassesasdefinedinthespacemanagementstandards;·assignmentofPArequirementsandtheircontrolcommensuratewiththefunctioncriticalitywithinthesystem;·integratedPAparticipationtotheoverallriskmanagementprocess;·PAcontributiontopropercontrolofthetechnicalrisksandassuringawarenessbytheappropriatelevelsofmanagementuntiltheendofthedisposalphase;·implementationofapreventiveapproach,i.e.earlyidentificationofpotentialproblemsandcontinuousinfluenceonthedevelopmentprocess;·verificationactivitiesconsistentwithprojectobjectives;·certificationactivitiesontheendproductforcustomer'sfinalacceptance.
